SENATE Minority Leader Franklin Drilon on Sunday said Health Secretary Francisco Duque 3rd, as chairman of Philippine Health Insurance Corp. (PhilHealth), “cannot escape liability” for the alleged rampant corruption in the state-run insurer.

Drilon claimed that the corruption in PhilHealth “has been going on under his [Duque’s] nose for years yet we heard nothing from him.”
